Summary of Duties:
The Utility Regulation Analyst is responsible for conducting research and analysis relating to electric utility resource planning and ratemaking and policies related to energy efficiency, renewable energy, distributed generation, and promoting a socially just transition to a clean energy economy. The Analyst works with the Energy & Climate Program Director, Conservation League legal counsel, partner organizations, and consultants as applicable to present findings and recommendations to stakeholders and decision makers in support of organizational goals.
Principal responsibilities will include:
- Helping to develop overall and docket-specific regulatory goals and strategy in support of organizational goals.
- Planning and conducting technical research and analysis in support of regulatory goals.
- Drafting, reviewing, and presenting findings and recommendations in support of regulatory goals.
- Communicating with Energy & Climate Program staff and other Conservation League staff, Conservation League legal counsel, partner organizations, consultants, state regulatory staff and other government staff, utility personnel, the business community, academic institutions, non-governmental organizations, and media in support of regulatory goals.
- Participating in legislative and state agency initiatives that may significantly influence utility policy or regulation.
- Serving as a technical resource for Energy & Climate Program staff and other Conservation League staff engaged in state and local legislative efforts relating to utility policy and regulation.
- May serve as an expert or liason in efforts to pursue energy efficiency opportunities with agencies, organizations, or other partners outside the utility regulatory sphere.
Duties will include:
- Tracking South Carolina utility policy and regulatory developments through attendance at relevant hearings, meetings, conferences, and other events, and through review of relevant publications, regulatory filings, and media.
- Maintaining current knowledge of national and regional electric sector policy, regulatory, and market developments.
- Assessing near- and long-term electric sector clean energy potential in SC.
- Identifying regulatory barriers to deployment of clean energy in SC electric sector.
- Developing strategies for overcoming barriers to deployment of clean energy in SC electric sector.
- Identifying Public Service Commission dockets of strategic importance.
- Conducting technical research and analysis to inform content of docket filings.
- Coordinating with partners and consultants to inform content of docket filings.
- Drafting, reviewing and editing comment letters, testimony, and exhibits for docket filings.
- Organizing and/or participating in meetings with utilities, regulatory staff, other government staff, business leaders, academic institutions, non-governmental organizations, and media relating to utility policy and regulation.
- Providing technical and strategic input within Conservation League legislative efforts relating to utility policy and regulation.
- Knowledge of cost-of-service rate making.
- Knowledge of electric utility energy efficiency, distributed generation, and planning policy.
- Knowledge of economic and financial analysis methods.
- Ability to communicate technical information to a variety of audiences.
- Strong oral and written communication skills.
- Strong quantitative analysis skills.
The job normally operates in a professional office environment; the covid 19 crisis may alter normal operations. This role routinely uses technology equipment such as computers, projectors, and conference lines. Additionally, this position works within the community to attend meetings, hearings, lunches, and events.

While performing the duties of this job, the employee is occasionally required to stand, walk, sit, use hands, and climb stairs. The employee must occasionally lift and/or move up to 25 pounds.

- Bachelor’s degree in relevant field.
- At least 3 years experience related to utility ratemaking and/or economic analysis.

- Graduate degree in relevant field.
- 10 years experience related to utility ratemaking and/or economic analysis.
